This notice is meant to be a guideline for all Malaysian students planning to return to the United Kingdom and Ireland for the start of the 2020/21 academic term. Information for students returning home to Malaysia are also attached at the end of this notice.


Between 10th September to the 12th September, there has been a series of miscommunication that has led to uncertainty amongst Malaysian students who intend to fly back to the UK and Ireland. As of 12th September, Education Malaysia London has sent an urgent update from Education Malaysia London, that ALL STUDENTS—returning and incoming—are NOT required to get approval from Jabatan Imigresen Malaysia (JIM). Education Malaysia London has received this directive from JIM.

Instead, students now are ONLY required to produce a BRP/student visa equivalent and a document/communication from the university regarding the new academic year/semester must be produced at the immigration counter.

As per the requirements set by the UK government, you will also need to provide journey and contact details through this Locator Form within 48 hours prior to your arrival in the UK via the following link. This form can be presented either digitally or on a physical copy.

On the form, you’ll need to fill in:

1) Your passport details

2) The name of the airline, train or ferry company you’re travelling with

3) The name of the company organising your tour group (if you’re travelling as part of a tour group)

4) Your booking reference

5) The name of the airport, port or station you’ll be arriving into

6) The date you’ll be arriving

7) Your flight, train, bus or ferry number

8) The address you’ll be staying at for your first 14 days in the UK

9) Details of someone who can be contacted if you get ill while you’re in the UK

You are also required to provide your student visa/ BRP/ student card as proof of yourself as a student at the immigration gate in the UK.

As per the requirements set by the Ireland government, you will also need to provide journey and contact details through this Locator Form within 48 hours prior to your arrival in the following link. This form can be presented either digitally or on a physical copy.

You will need to provide your student visa/ IRP/ student card and a letter from your university as proof of yourself as a student for you to travel to Ireland. Do contact your respective universities as most of them are handling airport pick-up for students.

For both UK and Ireland students, you will be asked to fill a form at the KLIA immigration gate, which waives your right to return to Malaysia during the RMCO period. However, students will still be allowed to return under mitigating circumstances if an application is made for the Immigration Department’s approval prior to departure via email.


Upon arrival at the immigration counter, the Passenger Locator form, digital and paper copies are both accepted. They will ask for details of your study here in the UK where things like your degree name and duration, accommodation address, etc. will need to be provided. For incoming first-years, the Visa, CAS statement, confirmation of BRP pickup location, accommodation contract and unconditional offer letter should be brought along. For returning students, however, BRP and student cards are sufficient.

As of 11th August 2020, Malaysia is listed in the list of countries exempted from having to self-isolate upon arrival in the UK, provided you don’t have any transit stops in countries, not on the list. If you are travelling via Doha for example, you will still need to self-isolate yourself for the period of 14 days upon arrival in the UK. In Ireland however, you are required to undergo a mandatory 14 days quarantine upon arrival in the country. To see if a country is in the travel corridor list, click here or here.


Effective from 7 September 2020, the Government of Malaysia is imposing entry restrictions into Malaysia on foreign travellers who are travelling from countries that have recorded over 150,000 COVID-19 cases, with the United Kingdom being one of them.

Malaysian citizens are exempted from this ruling, however. Malaysian citizens who wish to return to Malaysia, including from the countries listed above, may do so provided they have a Travel Notice issued by the Embassy and a Letter of Undertaking to bear the costs of quarantine upon arrival. All Malaysians are also reminded to download, register, and activate the MySejahtera online application before entering Malaysia. The application can be downloaded through this link.
